Minutes of a Meeting of the Parish Council

held on Thursday 27th March 2025

At Meavy Parish Hall

 

Councillors present: Cllrs F Glanville, Paskins, Armon, T Rowe, Clifford, M Rowe, Carson, K Stribley, Wills, Milne and Burbage.

 

Also present:  Katharine Griffiths (Parish Clerk) 4 members of the public and WDBC Cllr West.

 

Absent:  Cllrs, Palmer R Glanville, France and Radmore.

 

The meeting was opened by Cllr F Glanville at 7.30pm

 

  1. Apologies for Absence.

Apologies were received and accepted from Cllrs. R Glanville, France and Radmore.

 

  1. Declarations of Interest.

None declared.

 

  1. Minutes of the Parish Council Meeting held on 27th February 2025

The clerk apologised that the wrong date for the minutes was on the agenda it should have read the 27th February.

It was proposed by Cllr Carson, seconded by Cllr Clifford and agreed by the council that the minutes were a true record of the meeting.

 

  1. Matters arising from the Minutes 27th February 2025

WDBC Cllr West gave a brief update with regard to the car rallies around Burrator, they are legal and the police are aware. He will pass the details of the car clubs to the clerk. For the council to make contact.

 

  1. Reports from outside bodies
    1. WDBC Cllr West gave an update, which is attached as Annex A.

It was noted that it is highly likely that Lady Modyford School will close. Concern was raised as to what would happen with the site. The clerk was asked to contact the trustees to ask what the intentions are. It is hoped that it would be able to remain an educational establishment of some description.

 

  1. DCC Cllr Sanders was not present.

 

  1. To Consider producing an Emergency Plan for the parish and forming a sub-committee.

Cllr Milne and Armon expressed an interest in helping produce a plan, but in a few months’ time. The councillors not present will be contacted to see if they would be willing to assist in writing the plan. Cllr Milne commented that it may be possible to liaise with neighbouring parishes if they have already produced a plan.

 

 

  1. Planning Committee

Applications to consider

0099/25 Erection of workshop and lean-to extension at Urgles Farm, Goodameavy, Roborough, Plymouth, PL6 7AP

A member of the public spoke opposing the proposal, with the main concerns being noise, odour and environmental impacts. It was also noted that the site notice was not prominently displayed.

The council considered the application and agreed that there was insufficient information to make a decision, a noise impact assessment has not been provided with the application. It was also felt that a site visit would be appropriate before making a decision. The clerk will contact the officer and put the councils concerns across.

 

0096/25 Installation of 30 ground mounted solar panels with associated cable run to dwelling.

The applicant provided clarification on the location of the solar panels and that there is a high bank around the site which would prevent the majority of local house seeing them. It was proposed by Cllr Burbage that the application be supported, this was seconded by Cllr Carson and agreed by the council.

 

  1. Finance & General Purposes Committee
    1. Bills for Payments

The work at the ROI has been carried out, the cellar doors and windows are looking very good. Concern was raised with regard to the trap door and its weight when being opened and closed. The eyelets for the rope have already bent and the rope is very thin. The contractor has been contacted, it was suggested that the payment was held back until they have been in contact to discuss what can be done.

It was proposed by Cllr Milne, seconded by Cllr T Rose and agreed by the members present that the list of bills would be paid, other then the Ash Refurbishment payment until satisfied with the work.

The next committee meeting is on the 17th April following the planning meeting which commences at 7.30pm in Meavy Parish Hall.

  1. Parish Property
    1. Dousland Noticeboards.

The clerk has been contacted with regard to the noticeboard at Iron Mine Lane and it is in need of replacement.

The highways officer has provided information with regard to the ground services at the location of the new board and confirmed that the land belongs to highways.

A quote has been obtained from the same company that provided other noticeboards a few years ago. The price has significantly increased, the clerk will look at other options for the next meeting.

  1. Quote for Tree Survey

The clerk has obtained a quote for a tree survey, for the oaks on Meavy Green and also the trees in the Helen Rowett Garden. The Council requested that further quotes be obtained.

 

  1. Highway matters

It has been noted that there are a number of privately owned overgrown hedges in the parish that are encroaching on the highway. It was suggested that a reminder about householders responsibility to cut their hedges be put in the Burrator Beacon.

  1. Correspondence

An email has been received regarding a VE day celebration being proposed to be held on Meavy Green. It was considered to be a very good idea.  It was agreed that the green could be used and the council support the proposal. It was propose by Clle Wills that the council make or contribution or pay for hall hire. This was seconded by Cllr K Stribley and agreed by the members present.

 

  1. Urgent Business by leave of the Chair.

  1. Dates of next meeting.

The dates of the Annual Parish Meetings were discussed.

It clerk put forward the following dates Sheepstor 12th May, Walkhampton 14th May and Meavy 15th May. The clerk will confirm hall availability.

17th April Meavy Parish Hall, Planning at 7.30pm, followed by HRG committee.

24th April Full Council Meeting at Walkhampton Memorial Hall at 7.30pm
